when installing Steam on Kubuntu 15.10 plasma 5, it is not possible to accept the license agreement, because the lower-left-corner tick ('I accept the conditions') does not show up in the dialog, and thus the 'OK' button does not get activated. I solved the problem by logging on with an LXDE session instead.
Computer is DELL Latitude D-630, 2gb ram, core duo processor, onboard graphics. Runs steam with no problems after resolving the issue.
