there's a fairly good chance this is a steam runtime incompatibility issue. Have you taken a look at the Arch workaround? In particular, libxcb is involved in the crashing thread.

I tried removing various seemingly relevant libraries from steam runtime, but still got either segfault on startup or steam complaining that its install is broken.
I tried a complete fresh install (rm -r ~/.local/share/Steam) then LD_PRELOADing system libxcb to no avail, still segfaults.
I can't run with STEAM_RUNTIME=0 because steam apparently needs libnm:i386 and installing that removes network manager for some reason...

I'm having the same issue with Intel HD Graphics 3000 and Linux Mint 17.3 Cinnamon: Segmentation fault. Couldn't find out what I need to uninstall/reinstall to make it work.
However I noticed that Steam works when I boot from the Linux Mint Live 17.3 usb stick. After installed Steam in the Live system, I copied the whole live filesystem to my harddisk with rsync, rebooted into my Linux Mint installed on the SSD, then chroot-ed into the directory copied from the live system, and it worked. I had to xhost + before chroot to allow connecting to X.
I signed in to Steam in the chroot (checked remember my password), downloaded a game to make sure it works (it did).
Then copied the .local/share/Steam folder from the chroot into my normal home folder, and now Steam works without chroot. So the problem seems to be only the sign in screen.
Haven't tested but this methodology should work without the chroot stuff:
Since this problem is around for a while, I think there should be a workaround way to sign in to Steam. Maybe a CLI login screen? Everyone would be able to type their name and password in a terminal window.
It turned out that steam works on my linux if I set LOCALE and LC_ALL variables:

Steam runs fine by default but segfaults with self built mesa (used to work fine). It has been a few month now that this happens. Pb solved if reinstalling repo driver.

I tried to build the simplest Mesa with default options, copying those of official Fedora, then about any mix of FLAGS and arguments.
Steam runs on official Fedora Mesa builds but not on self built one anymore.
It's not a generic pb with my build config though, as any other i686 GL app run just fine (why isn't there a x64 build of steam BTW?!).
I'm not building my own mesa here, I'm using a totally fresh install of a recent release of ubuntu-derivative (mint) with default Intel drivers and having steam curl up and die with zero useful information as to why, while everything else works fine.
@sheepdestroyer perhaps you have a different problem that would be better served with a new issue, since yours works with distro-provided mesa?

I'm having a segfault on startup with a fresh install of steam on a fresh install of Linux Mint 17 (based on Ubuntu 14.04.3 LTS) with latest updates, using Intel open source graphics drivers.
I've seen other issues that implicate nVidia and AMD closed drivers, but I didn't find an issue where this was occurring with Intel open drivers.
I have tried both the stable steam release and the beta, both gave the exact same result today.
