Update is bonkers, and a reinstall just nukes everything: ILocalize::AddFile() failed to load file "public/steambootstrapper_english.txt"

Steam attempted to update....and then complained about needing 250mb of space to update properly on restart, but restarted without updating. There was ample space for everything, i.e. no reason to call for an extra 250mb.

I purged and attempted to reinstall with the simple "sudo apt-get install steam", now I only get this running steam from the command line:

ILocalize::AddFile() failed to load file "public/steambootstrapper_english.txt".

Searching any of this leads to nothing in particular...fonts issues from 2012. I have not had to troubleshoot many issues for Steam until now, not certain where to go or how to get more information for here.

I'm on ubuntu 14.04lts
uname -a:
Linux rylai 3.13.0-77-generic #121-Ubuntu SMP Wed Jan 20 10:50:42 UTC 2016 x86_64 x86_64 x86_64 GNU/Linux

Let me know what I can add. Steam will not run at all now.

yeah nvm....reinstalling from a downloaded deb, not apt, big mistake.

Nothing extracted yet.
