Downloading the .deb installer and running it, allowing it to replace my steam.list file results in the same error.
steam.list was replaced by the package (and is identical to the one I wrote). The gpg key is the correct key, and was added via sudo apt-key adv --keyserver keyserver.ubuntu.com --recv-keys F24AEA9FB05498B7 - in any case, that won't cause a 403 error... I'm being told I cannot access something - the problem isn't on the client end, I don't think.
Same problem here, exactly as described by original poster.
5 days later, same problem here during apt-get update, I used the key from the keyserver that was required, this worked once before
I am not sure it's the same key that you used, here is my fingerprint:

At any rate, I don't think that 403 forbidden can be related to a problem with a key.

Exactly. It's not a key issue at all. The repo isn't set up right.

After updating by installing the package
pool/steam/s/steam/steam_1.0.0.21_i386.deb
manually with dpkg, the same error results, though now there is also a 64
bit option it seems:

Interesting, I've the same repository setup and everything works fine.
According to missing GLX, it seems you're missing direct rendering support. Try installing libgl1-mesa-dri:i386 if you don't have it already.
I tried to use ldd to see what it can't find, but it's not a dynamic
executable.

Ok - I'm getting closer. If anyone has the same problem I did, check to see
if squid-deb-proxy-client is installed. If so, then squid-deb-proxy on the
server needs to be configured to allow connections to your repo's.

Eslam, I get the same error when apt-get updating. I think it might be a separate problem from the OP, just as Vladinator (who had the OP) also had the separate GLX problem, because we are not getting the '403' part of the error. Doubtless a bug in the same general region of steam, though; that is, the repository authentication.
FWIW, I am getting similar errors for the Makerbot 3D printer software (Makerware), so if they fix it the fix might transfer here and vice versa.

Ok, so, this is odd. I'm running 12.10 64-bit with an AMD video card. I have added the Valve GPG key to my keychain. I have added:
deb [arch=i386] http://repo.steampowered.com/steam/ precise steam
To /etc/apt/sources.list.d/steam.list
I then run sudo apt-get update, and get:
W: Failed to fetch http://repo.steampowered.com/steam/dists/precise/steam/binary-i386/Packages 403 Forbidden
E: Some index files failed to download. They have been ignored, or old ones used instead.
I am able to browser to http://repo.steampowered.com/steam/dists/precise/steam/binary-i386/Packages just fine.
What am I doing wrong?
