Sometimes my Internet at my house does not work on my machine, and it's during these times I wish I could install Steam games from backup while in Offline Mode. I had assumed this was possible, but when I went to go do it, Steam told me I must be in Online Mode to install games from backup. I don't understand why, or even see the point in installing from backup when in Online Mode, as I could just re-download them. It would be nice to see this change, and would add value to my Steam experience.

Steps for reproducing this issue:

  1. Log into Steam in Offline Mode
  2. Select 'Steam > Backup and Restore Games > Restore a previous backup > [Select folder]'
  3. See Steam notification that this action is not possible in Offline Mode

@sunnybubblegum, unfortunately I don't think this could ever be accomplished, because if it's ever supported, then pretty soon after there will be pirated versions of steam games which exploit that process.
