EDIT: It is unclear if this bug is that FLS does not work as such, or if the other user's library is merely not visible by default. After submitting this bug, clicking on one of the games on the list of the first user showed that it was actually from the second user; then the complete list suddenly appeared as expected. It is possible that the game was successfully shared when testing with the old graphics card (see below), but that it was hidden for some reason when the system was re-installed. Since the initial symptoms one way are another are "doesn't work", I'm including this bug report for further study./EDIT
Affected system is two-person multiseat configuration based on Xubuntu 16.04 LTS that makes use of systemd (see https://docs.google.com/document/d/1LGUJnEZ7c6VP3upGLUYFddncEqKEW4GCDJKc0esoJbw for details and background). When logged in with two users, each of which has their own Steam account, and each of which has their own Steam library, and with Family Library Sharing enabled for each other, the list of games in the other user's library does not appear on the list on the left side. In "Manage Family Library Sharing", both accounts show the came Device Name with the status "Authorized", and the other User's Name in the next line.
Note that the system currently has two modern (GTX 970 and 960) graphics cards which are each assigned to a different seat. During initial testing, a GTX 970 and a GTS 450 were used, and Family Library Sharing did actually work at this point.
Note that in all other aspects, the system works absolutely fine with two Steam accounts - the two users can play their Steam games from the same library at the same time. Multiplayer games haven't been tested in this setup yet.
Steps for reproducing this issue:
Create a multiseat system with at least two seats
Have two different users with different steam accounts log in and set up their system
Enable Family Library Sharing
Note it doesn't work.
