FTP links are not handled properly in steam chat.

Steps for reproducing this issue:

  1. Send ftp link to somone e.g. ftp://ftp.download.packardbell.com/NOTEBOOK/EasyNote MZ35 series/Bios/
  2. Steam open "Community" tab, rather than send link to default browser.
