A month+ later, I tried deleting the entire '.local/share/Steam' directory and reinstalling.
Now 'STEAM_RUNTIME=0 steam' results in https://gist.github.com/zeflap/e96888cbc848ba0c1cadca9cfebe5e31
I hope this gives some idea as to why things don't work :/

I expected Steam to start fine with the usual console output, but when running with just 'steam', it's produced the following output every time I've tried: https://gist.github.com/zeflap/d552b17c21fa5236ee959c655d1208dd
This lead me to browse the 'net for solutions, leading eventually to trying 'STEAM_RUNTIME=0 steam' , which at first spawned a window proclaiming I needed 32b versions of some libs, which I promptly installed.
A few 'STEAM_RUNTIME=0 steam' restarts later, now the output's staying as https://gist.github.com/zeflap/282cd144213069d682b0f8f0e307c39a
The issue started last night when Steam popped up a terminal prompt prefilled with an apt-get command to install some libraries when the Store page loaded in. I promptly installed, played some, and after a reboot ended up with this.
Steps for reproducing this issue:
Sadly I've no idea on how to reproduce, and I also hope my attempted fixes haven't messed anything up irrevocably.
