Got the same Problem on KDE4, the only way to get this conversation is to start the gameoverlay.
Same problem.. Except I usually just open a mesage window by right clicking on a friend and choosing to message them (you don't need to actually send them anything,) and the message you got before will be in another tab, in the same window (though I think there is a setting that makes it always open a new window, but, I don't know what would happen in that case..)

Hi! I can't reproduce the bug at this moment.
But let me say something: at this moment if I right click or left click the taskbar icon, it appears the same menu. It would be cool for me if when I left click on the icon, the Store/Library/Community window would appear in front.

Hello @angelmixu, that feature request is being tracked at #4836. I'm going to close this issue report pending confirmation it still occurs in the wild.
Sorry, tested one more time and this is the behaviour:
If fullscreen with video and I receive a message, I can see a popup on the bottom right corner, if I leave it be, when I go back to steam or friends there's no notification of message pending.
If in fullscreen I click on the popup, a window with the chat is opened below the fullscreen application.

Arch Linux from here, with latest package from AUR, and using Gnome 3.
Yesterday was watching a film in fullscreen when I received a message from chat ( I saw the popup in the lower right corner of the screen), when I close the film and went to look for the conversation... there was no window open, and on the friend list there wasn't any indicator about it.
Also... if you close with the X button the main window, it's quite difficult to reopen again.
I don't know in any other DE or WM, but in Gnome3 happens this.
