Dota2 desktop notifications broken in Ubuntu 16.04

Please describe your issue in as much detail as possible:

Dota2 under Ubuntu 14.04 could send notifications when game is ready or hero pick started. Fresh install of Ubuntu 16.04 and upgraded from 14.04 system shows the notifications are gone.
Standart command notify-send test test works properly.

Steps for reproducing this issue:

  1. Start searching for game
  2. Minimize window
  3. Wait till the sound of found game is heard
  4. See if no notification is shown.

Seeing this issue as well across multiple 16.04 installs. No desktop notifications at all.

A similar bug on the Dota 2 tracker ([bug #1064](https://github.com/ValveSoftware/Dota-2/issues/1064)) suggested verifying notify-send is installed and functions. It is installed for me, but only works in a terminal when run as root.
