It doesn't always happen, but it happened at least twice today.

Could you have double-clicked the button? I don't get it to reproduce with a single click.
The dialog is not modal, so the button is still available to be clicked on even if you have an instance of the folder already up.

Please reopen this bug if you see that it's happening with a single click on the button.
