Steam chat notifications are greyed out
Any updates on this? It still occurs under the same condition.
Have the same issue. Using Steam as packaged by Debian Buster (I believe Steam self-updates, so it's the upstream Steam) with Plasma 5 / KDE.
Hovering mouse over a notification removes the grayed out effect, making the notification displayed as intended.

I see this in Ubuntu 18.04 when in fullscreen doing something else (like watching YouTube). The notifications seem to work fine if I'm in a Steam game, though.
I have got a similar issue, on Manjaro KDE.
I also get the darkened notification pop-ups, but on hover they do not return to normal, but only when you click on it.
I switched graphics cards (to Nvidia instead of Intel integrated) and now the popups look normal but the game overlay is blacked out.
This might be related to the Xorg modesetting driver. I'm on Arch Linux, and the notification displayed fine when using the drivers provided in xf86-video-intel. Moved over to the Xorg modesetting driver (as recommended by the Arch wiki) and started having the problem OP is having
I am also experiencing this issue on Manjaro. When I hover over a notification nothing changes. When I click it, it is still dark and executes an action related to it, for instance opens a chat with a friend.

Also experiencing this with modesetting on Intel UHD 620. Notifications work perfectly fine other than the fact they're darkened.

I found out that notifications are greyed out with:
Option "AccelMethod" "uxa"
but with 'sna' they are fine
and with modesetting with:
Option "AccelMethod" "none"
it is not greyed out but with default value: 'glamor' it is
also when i restart compositor in kde, greyed out notifications become normal, but new ones are still greyed out

Same even still on Ubuntu 22.04 and Fedora 36 with Wayland + RADV
I'm experiencing this on Plasma Wayland 5.24 with Mesa 22.0. The tint is very dark in my case, and some notifications actually look totally blacked out.
