Steps for reproducing this issue:

Right click any game, click local files, click 'Move install folder' (btw is not translated to russian)
poped up window will be on top of the screen (always on top) and not movable

This issue is still occurring today on Ubuntu 21.04 with the latest Steam client. I have noticed a few other windows causing this kind of problem, and have also seen a date selection menu do it. It is near impossible to reproduce reliably, but it does happen occasionally and it is annoying.
