Steam Workshop updating ignores scheduling settings

I have automatic updates scheduled for certain times of day: specifically, overnight between 0200 and 0900. This is due to download cost varying according to time of day, so I want downloading to be done during off-peak times and, as much as possible, at the cheapest rate available, which this normally does.

I find that (some?) workshop updates may trigger downloads at any time; currently, there is a Serious Sam 3 workshop item (http://steamcommunity.com/sharedfiles/filedetails/?id=210179272) which the Steam client has decided to download at peak time.

My expectation is that the download is queued, as it would be for an update to the base game.

Fortunately, I noticed it and have paused it; I expect that it will be resumed at the start of the scheduled download period (but have observed, for paused downloads of games, that this may not necessarily happen).
