Issue is the same as #4693. When I go to any games controller configuration steam exits and restarts

I am using my steam controller with a steam link.

I expect steam not to crash, I expect to be able to modify my controller configuration

Steps for reproducing this issue:

1. Open steam in big picture
2. Choose any game.
3. Go to controller configuration
4. Steam restarts
