Getting this issue too, different line (426) but same assert Assertion Failed: m_unManifestRequestsOutstanding
Nothing ever downloads in Linux and it just says "Starting" but all downloads work fine in Windows.

I assume the issue is on server-side, because I just update a game (not the steam client) yesterday and it works fine

I got this today, running Ubuntu Gnome 17.04 x64.
No updates work.

Can't download or update any games. When I tried to use "verify game files", the game failed the check although it was working perfectly fine before. Now it's trying to download the whole 12GB game all over again.

as I predicted, this is server-side problem,
it works now, without any modification/update on the steam client

Ok I used solution @HarmtH suggested and after that Steam showed a pop up saying an update was downloaded, after that is installing the game just fine.
Nothing extracted yet.

Trying to download the game "Don't starve" in Ubuntu 17.04 spawns the terminal with the error:
Thousand of times, during 5 mins or more. After that the download failed with the message:
Changing the Region Download (tested all) in Steam>Settings>Download doesn't help.
The same computer using Windows 10, works perfectly and install
