Please describe your issue in as much detail as possible:

I've disabled auto updates, which worked fine for a long time but recently (last month or so) games started updating when steam is started. While in game I haven't noticed games updating but almost every time on startup if an update is available the game will updated even with auto updates turned off. I often use metered internet and a sudden 1GB+ update to Dota 2 ends up burning through my quota. I can use slower free wifi for updates and save my fast metered connection for gaming.

Steps for reproducing this issue:

  1. disable automatic updates
  2. launch steam
  3. wait for update to be available?

Last two updates for dota 2 behaved properly (waited for me to start them). Still on the Mar 22 build so I can't explain why it seems to be behaving now ;)

Today's dota 2 updates started with steam, auto updates still turned off. Wish I had access to the source code, this one seems within my abilities ;)

It occurred to me that this update also included a workshop update, and makes me wonder if it only happens when workshop has an update...will advise next time it happens.

2 updates in a row, did not start until I started it, this last one today started by itself, there was a workshop update with the last one, not for the previous two. I'm guessing that if there is a workshop update it ignores the client setting and begins downloading the update both for workshop and the game.

Build is now on 20 APRIL.

Dota 2 keeps doing this to me too
It has happened since at least November 2016 I think, probably before that too but I only bothered posting about it in the discussion forum then

I do not see why it should be so hard to fix, just explicitly check for the setting before downloading anything at all.

I'm having this happen with CSGO.
I have this game set to only update when launched, but it consistently auto updates.
it's kind of annoying since my internet is horrible and it consumes bandwidth on a game that I play rarely.

I am now having this same issue too. I have limited monthly internet data so i turn auto-updates to disabled for all my installed games but a couple of them are updating as soon as Steam is launched. Just to clarify, i am NOT launching these games. Steam is ignoring my auto-update disabled setting.

The weird thing is that it is not happening for all of my installed games, only ETS2 and Dota Underlords that i've seen.
