I was watching the Dota 2 Kiev Major for an extended period of time and a friend commented that they got a user is playing Dota 2 message, at the same time steam on a second system was restarting for a steam client update. Using a third linux install, I reproduced the scenario of the second system and the friend got the same notification of playing a game already in progress.
Steps for reproducing this issue:
Have a friend watching for notifications while running a game.
Update steam on a second system. Switching steam between the stable and beta client may also work.
