I this case, the distro-provided packaging is out of date and you need to contact your distro's package maintainer for steam if you want to see this changed.
This is an install direct from the Ubuntu Universe on the current LTS version of Ubuntu (ie the most common and officially supported one), and I was led to believe that the ubuntu universe packaged it directly from Valve?
Ubuntu 16.04 is providing a lightly modified 1.0.0.48 package, which was released in 2014-06-18. It is at their discretion if they want to update to a newer upstream version or hang on to what they are using now.
Also, it really shouldn't be at Ubuntu's discretion: you guys should be in charge of your own PPA on their world. That's the case for a project of any size (i.e. gimp, blender, etc), and steam has more than enough resources to do this.

It's a problem that they're different, and if possible I strongly would recommend going with the icon currently installed via the command line. It looks a ton better to me.
