I can second that on Ubuntu 16.10, as well latest client. Weirdly removing a Game deletes as expected the short-cut from desktop, but creating always results in a message that a short-cut already exists or could not be created.

ArchLinux, same issue once again. It was not a completely consistent issue, meaning not every game has the issue. BADLAND: Game of the Year Edition for instance, did not have this problem prior but does now. I've uninstalled and reinstalled the game and have run successful checks on my local files.
Even after deleting my entire Steam directory and any associated files and setting everything up again, the problem is now persistent. I just reinstalled again and have no *.desktop file and no icons are present.

Installing a game will no longer create shortcuts in /usr/share/applications or ~/Desktop. Trying to click "create shortcut" in Steam triggers an error saying that a shortcut already exists. This happens with every game, either freshly downloaded or already installed.
