Steps for reproducing this issue:

1. My joystick(FXS3) works well.
   It works very well in mame.
2. I'm going to set up Steam GamePad.
   The direction key recognizes only 0 or 1
3. I go back to the mame game.
   The button was in the wrong position or the joystick was broken.
4. I can see a steam virtual keyboard by pressing a couple of joystick keys.
   I close the steam virtual keyboard.
5. When I enter the Mame game, it works well now.
6. My joystick works well.
   But,
   The Steam Gamepad only recognizes direction 0, direction 1 in the settings.
   Also,
   Change the joystick key value.
