When streaming Final Fantasy XIV (and potentially other games), it is common to hold the mouse buttons down, to pan the camera around or to turn the character. When you do this, the mouse cursor initally moves to the center of the screen, making the panning/turning behave as if you rapidly moved the mouse in such a motion. The cursor is briefly shown in the middle of the screen.
Steps for reproducing this issue:
Stream Final Fantasy XIV
Move the cursor to the edge of the screen
Hold down the left or right mouse button (moving the mouse ever so slightly)
Observe the view spinning wildly
If you try to click something in-game and you accidentally make a drag motion, the same happens.
The only ways to work around this is to always manually position the cursor in the middle of the screen before holding down the buttons, or to keep the mouse precisely still for a brief moment when starting to hold it down. The issue would be resolved if the cursor would just... not move.
