This issue appears to be OS-independent.
Thanks for looking into this issue for me, I have since found a way round the problem to purchase Rise Of The Tomb Raider(ROTTR). Here's how:
Step 1: Switched to SteamOS Desktop.
Step 2: Installed Steam under the SteamOS Desktop user.
Step 3: Searched for ROTTR in the SteamOS Desktop user (Steam Desktop Mode)
Note: SteamOS Desktop user in Steam BPM mode behaved the same as SteamOS
Step 4: Purchased ROTTR in the SteamOS Desktop user (Steam Desktop Mode)
Step 5: Switched back to SteamOS
Step 6: Downloaded ROTTR under SteamOS
Although this worked I'm guessing I shouldn't have to go to these lengths and SteamOS should be
able to access the game. That said the game won't start as SteamOS doesn't currently have NVIDIA
driver 396, is this perhaps why it wasn't available in SteamOS?
This same issue presents itself on any title that needs an age verification.
I'm on GamerOS (ArchLinux latest) with latest Steam Linux Client beta. I would test whatever I'm instructed to.
I have AMD drivers so it's not NVIDIA related.
Issue transferred from https://github.com/ValveSoftware/SteamOS/issues/634.

Your system information
Hardware: i3-8100, MSI Z370M Mortar Mobo, 8Gb system RAM, NVIDIA 1050Ti 4Gb Graphics card
Please describe your issue in as much detail as possible:
I selected a game in BPM Steamos Store and expected to see the game details and options to buy as occurs for 95% of games selected in the store. For some games when I select them I am initially taken to a screen wanting to confirm my date of birth, and, after entering that I receive an "An error has occurred An unexpected error has occurred while retrieving information from steam" and no display of the game details page. From that point on every time I select that game in the store it bypasses the date of birth confirmation screen and goes straight to the error screen until I reboot.
The following games I know currently cause this issue:
SPEC OPS: The Line
Rise of the Tomb Raider
Unable to purchase these games consequently!!!!!!
