DLC for Tekken 7 not detected correctly unless Steam Play is enabled for all titles

Please describe your issue in as much detail as possible:

Without the option "Enable Steam Play for all titles" enabled, the Library doesn't list DLC for Tekken 7 and trying to play the game produces the following error message after the title screen:
This save data requires downloadable content that could not be read. Please quit the game and download the content again from Steam.
After enabling the setting the DLC is displayed in the Library as installed and the error message doesn't appear.
I don't have other suitable games installed to test if this is a general issue with DLC and Steam Play.

Steps for reproducing this issue:

  1. Have an existing Tekken 7 save file with DLC installed in the cloud
  2. Try to play Tekken 7 on Linux without the setting enabled, get error message
  3. Enable the setting
  4. Play Tekken 7, no error message

I have run into this issue, but not 100% consistently. Started after buying season pass 2 and Eliza. I'm on KDE Neon
