The back button of steams internal file picker doesn't work when in steam root folder.

Please describe your issue in as much detail as possible:

I need to navigate through to "/" by using the select box right of "Look in:" text box, because using the back button only refreshes the steam root folder, instead of taking me to $HOME folder or to previous folder.

Expected:
I click "up" button and it takes me a folder higher through directory tree/takes me to $HOME

Steps for reproducing this issue:

Select file in steam's web browser or Steam chat
Internal steam file picker shows up.
Clicking the back/up button refreshes the folder listing, and doesn't actually go up.
Clicking the select box which only has option to select "/" and it does take me there and I am free to navigate to $HOME and select a file that I want.

And I suspect that what went wrong is that .steam folder has a linked folder within it and once user tries to go up the directory tree/escape a linked folder, the steam's internal file picker borks and stays at the current place.
