[BPM] Scrolling in Browser mode not possible anymore

Please describe your issue in as much detail as possible:

Scrolling up or down in Steam BPM Browser is not possible anymore with either keyboard or XBox 360 controller. When exiting the browser and going to regular menu driven UI (i.e. Shop, inventory, etc.) The joystick used for scrolling will act like arrow keys and navigation is possible.

I already tried to load the default config of the controller, but that did not fix the issue.

Steps for reproducing this issue:

Start Steam in BPM
Open Steam Browser with webpage bigger than screen
Try to scroll down the page with joystick on controller or arrow keys on keyboard, wont work

I can confirm, that with todays update the issue with not being able to scroll on web brower view has been fixed for my XB360 controller and the keyboard on my system.
