Steamcloud gets stuck when you try to open a game after suspending the laptop. Sometimes the same happens when you switch to another network. I have this issue with Counter Strike Source, however I didn't try other games so it may happen with more games.
If you press exit on the steam menu and then start steam again it works as normal.
Steps for reproducing this issue:
Open steam
Suspend laptop
Go back to steam and launch CS: Source
Error message: Steam couldn't connect to steamcloud.
