No, the linked issue is only about Proton games, but I have the problem with native games too.

@ryao the games I have installed that have the 0byte update every time I fire up Steam
There are others that I don't have installed at the moment, but I could have just listed every single Windows game I have as they've all had the 0byte update when installed, that's 700+ Windows games.
The amount of 0 byte updates seems to be slowly growing. It's been only one game in the beginning and now it's 4.
All native games, no Proton games since the fix

I still get 0 bytes updates for some games (e.g. Heavy Rain) every day.
Maybe a shader pre-caching bug?
I just saw this on two games, Void Bastards & Prey (2016).

I have a problem with Steam. Everytime I start Steam some Games download 0 bytes sized updates.
What I tried:
-Reinstalling Steam
-Reinstalling the Games
-Clearing the download cache
-changing the download region (/server)
-updating Steam client
-upgrading to the beta version of steam
I am using Kubuntu 18.04 (64Bit)
