CPU use doesn't necessarily mean anything. What is the output of
top -H -p `cat ~/.steam/steam.pid` -n1 -b
Speed: 800 MHz min/max: 800/3700 MHz Core speeds (MHz): 1: 800 2: 800
3: 800 4: 800
Seems awfully suspect
Steam can even use 12 threads so its well threaded. This cpu here is 4 threads. At least with 12 threads it can use approx 20% or more of the cpu here.
But, really there's not necessarily anything wrong with Steam. If it does more legitimately then its fine. At least from a user perspective its very difficult to say what the cpu threads are being used for exactly. Obviously, there's data transfer (possibly multi-threaded), writing to disk, UI integration.
I would say if UI has a bit of a problem it could be sapping more from the CPU but that really should affect everyone.
