Testing on Ubuntu 18.10, I just updated to get the new Steam Chat in Big Picture Mode. Testing with the Steam Controller.
Going by the news, it says:
Right Trigger: Click/double click at cursor
That only seems to work for single click. I can't, for example, double click with the right trigger on someone to open a chat (what would make the most sense). The only choice is to move the cursor to the tiny menu on each person, to then open a chat. Doesn't work well like that.

Okay, figured it out. It's not actually setting us to the new Big Picture Mode settings. I didn't have a custom config for Big Picture at all.
Once I went into the config, reselected the official binds and applied it - it mostly works.
So looks like it's not correctly changing your bindings if you're already on the official big picture mode keybinds.
Even then though, the D-pad doesn't work correctly. You can't seem to do a long press "Long press of joystick/D-pad press:" as it describes. As it seems to always close/open the friends list as if you're clicking Left on it.
Additionally, testing with a Logitech F310 the new chat is basically unusable. Move over someone, right trigger to open chat -> leaves Steam Chat. Triggers and D-pad don't work correctly at all.
