When I connect my gamepad to my laptop Steam shows up with that
Please use Big Picture Mode to fully use the controller
or something like that. There is a checkbox to not show that again, but if I checked that checkbox, I lose confirmation that Steam detects my gamepads, which is pretty important if I use random gamepads that might not work, and unfortunately I have clicked that checkbox, so I can't put screenshot for that big picture prompt.
So, my suggestion is to add a small gamepad icon at the top right of main Steam window like this:
that shows up when a gamepad is connected, then when we click it it leads to Steam>Controller>General Controller Settings window for faster setup
