I have the exact same problem.
It is also present if you only have 1 monitor and e.g. a twitch stream is running in the background.

Please describe your issue in as much detail as possible:
Artifact gets unplayable mouse stuttering, if you are watching a HTML5 video (youtube, twitch, etc.) on a second monitor while either in a (Bot) Match or when you are in "SOLO PLAY" and press on "CHOOSE DECK".
The FPS are not affected according to the Steam Overlay (stay around 120). The stuttering doesn't occur everywhere in the Artifact client, only in matches and in the solo play Deck Chooser (not in the Collection!)
Videos running in a background-tab do not reproduce this bug. They have to be visible, and if they are full screen, it seems to even worsen. It might be vulkan-related, but this bug only occurs with Artifact, not with other Vulkan games like Dota 2.
