Any controller connected to the computer (Xbox One, Wii U Pro), upon pressing its equivalent to the guide button, Steam will be focused, regardless to the Guide Button Focuses Steam setting being off.

Steps for reproducing this issue:

1. Turn off Guide Button Focuses Steam
2. Plug in controller
3. Press Guide button
4. Steam focuses
