I can't repro this. Does it happen even after you restart steam? Can you easily try with a different window manager?
Are other people seeing this?
@gdrewb-valve Its OK for me, Archlinux i586 && XFCE...
@gdrewb-valve I got this as well, Ubuntu 12.10 64bit, Gnome Shell 3.6
I cannot reproduce this on Mint 14 Cinnamon, 32-bit.
I was unable to repro using Gnome either. We'll have to look for what exactly causes this.
Correction: I've had it happen once. I could not reproduce it since.
I can still reproduce this.
Also I have noticed another weird behavior. When I click with right mouse, I get a wrongly positioned context menu, but when I click again (without closing the previous one), it shows correctly.
Is there anything more I can do?
We haven't been able to repro so we can't make much progress on it.
I'm just guessing, but if your window manager has some special window positioning features you might try turning those off.
Its happening rarely, but yes. I just had it happen not long ago.
I'm now seeing it also when I right-click in a chat window.

I have only a Window Fade In extension of this kind, but disabling it doesn't change anything.
Okay, with latest Steam Jun 5 2013. Go to 'Games' > 'Activate a Product on Steam...'. Click Next, then 'I agree'. Right click in the input box for the code. If the 'Cut Copy Paste' menu shows up in top left side of screen, you can select one of them by hovering and clicking where the the menu should be. (A little down and to the right of where you initially clicked) If the menu appears correctly, then left click in the box again and try right clicking again. For whatever reason it does not happen every time. I'm running Mint 15 with Cinnamon 64-bit.
Recently I just switched to Ubuntu Gnome 14.10 and I have this issue now all the time.
I can reproduce by opening steam , open chat window with friend , right click in the text box and the menu shows at the top left same as OP.

It's created in left-top corner. See the screenshot:
Also, I am unable to click Select all which is the visible part - it does not react in clicking.
If I select some text and click right mouse on this text, then it's positioned correctly.
