I can confirm this behaviour and its still not fixed..
I have some Steam game backups on secondary NTFS HDD and durring restore procedure will Steam client ignore this backup and start redownloading all runtimes, proton libraries and then game itself. If i cancel and uninstall this incomplete download, at second atempt will be game finally restored from backup since all previous runtimes are already downloaded.

I'm restoring DOOM 2016 from a Windows-made backup. However, it's ACTUALLY downloading the game instead of restoring it from backup.
Naturally, this is WAY slower than restoring from the locally available, NVMe-backed, backup copy.
Pretty much useless backup. Please consider revisiting this process?
