Default browser background color is wrong

Please describe your issue in as much detail as possible:

Default overlay browser website background color is black, it can lead to problem when site does not have defined background color, you will se black text on black background

Steps for reproducing this issue:

Just go to http://info.cern.ch/hypertext/WWW/TheProject.html in overlay browser

Super annoying for me right now because I can't use Google Pay because it just pops up a nearly solid black window. It's just dumb, no other browser does this and web developers don't expect it.
