The video being frozen seems to be the right behavior, but it would be preferable to show a black screen with the information that the video is running in fullscreen mode.
The rest seems to be a bug. It would be great to be able to navigate the main steam window while the video is playing in the background.

elemenetary OS Loki (Ubuntu 16.04)
Steam stable fully updated.
1- Go to the Store and play a trailer. Put it in fullscreen.
2- Using the window swicher (alt+tab) the main steam window appears, but the the trailer is freeze and scrolling doesn't work. Clicking anywhere on the main window pauses the fullscreen video.
Is it normal for Steam to make a new window when a trailer is played in fullscreen mode?
