
Seems this bug isn't limited to the video player any more?
The only thing I did was leave Steam running (open, active window, locked screen) overnight.
Ubuntu 18.10, Gnome Shell 3.30.2. Steam build Feb. 18 2019.
Not sure if different in beta, will switch and report back if it still occurs.

I tried it yesterday and i can't replicate your post. On my end only the video player and the updating/installing window shows the window decoration.
elementary OS Juno fully updated. Steam fully updated.
Nothing extracted yet.

Steam stable fully updated.
1-Open a purchased video. Steam's video player starts.
Result: Unlike Steam main window and Friends window, the Steam video player has the window manager titlebar. This is not coherent with Steam's UI design.
