I have exactly the same problem. Is there any solution to this issue yet?
Same issue. I have found that it is kind of random, when my SteamOS machine will advertise that it can stream some (but not all) of my Proton library. I had followed the procedure of the OP on the titles that would not show up to stream, and it was consistently advertising them as streamable for like a day, then Proton updated from 5.02 to 5.03 (or I'm trippin and it was 5.03 all along, I cant remember) and suddenly I couldnt see any of the titles I had followed the procedure to get my machine to advertise. Messing around with it earlier this evening I was able to get my machine to advertise titles by switching which Proton version they were running under, but that didnt persist after SteamOS machine reboot. Other than that its just randomly displaying titles when it wants to, it seems. This is frustrating. And, for me at least, it started right after the Library update. Everything worked just fine before that, so I would assume it has something to do with that.
Edit: Also, I have noticed it mostly is Proton run titles that are installed on my primary drive.

I was trying to stream a game from my desktop PC (running Fedora 29 Workstation) to my laptop (also running Fedora 29 Workstation) when I realised that the game I was trying to run, Borderlands GOTY Enhanced, didn't appear to be stream-able in the laptop's list of games. It could be installed, but the option to stream was not available as it was with native Linux games.
I thought this was rather odd as streaming the same game worked fine using the Steam Link app on my Android phone, so I went over to my old PC running Arch Linux and found that it had the same issue.
An idea came to me, that perhaps installing the version of Proton that the host was using would help ... which it did (both client PCs had Proton 3.16-8 beta set as their default Proton versions)! After installing Proton 4.2-2 on the Arch Linux PC, I was able to stream the game without issues, which is great, but I don't think that this is intended behaviour, especially since it was rather confusing.
I did not attempt to do the same on my laptop, and I have not tested how it behaves if Proton is not enabled whatsoever, or how it works out on a Windows client.
