In Big picture, with a Steam controller, Gyro directional-pad button toggles on/off repeatedly, when having configuration screen on an action layer and not when on the action set screen.

Steps for reproducing this issue:

1. Use blank configuration for a game.
2. Create action layer foo, with a radial menu on left pad for instance.
3. Set gyro as dir pad to "down" and "apply action layer foo"
4. Keep configuration screen on the action layer screen and not the action set.
5. Use gyro "down", radial menu will flicker.
6. Set configuration screen on action set.
7. Redo step 4.
8. No flicker.
