For AMD Arch users who updated to 19.0.5, here's a downgrade command:
cd /var/cache/pacman/pkg && sudo pacman -U mesa-19.0.4-1-x86_64.pkg.tar.xz mesa-vdpau-19.0.4-1-x86_64.pkg.tar.xz libva-mesa-driver-19.0.4-1-x86_64.pkg.tar.xz lib32-mesa-19.0.4-1-x86_64.pkg.tar.xz lib32-mesa-vdpau-19.0.4-1-x86_64.pkg.tar.xz lib32-libva-mesa-driver-19.0.4-1-x86_64.pkg.tar.xz
Downgraded and it works. Will hold off from updating Mesa until its next release as switching to mesa-git involves moving to testing. Thanks!

steamwebhelper in steam-native also fails due to (known) libpcre.so.3 error, so can't use this instead.
