This appears to have resolved after yesterday's update. Just like when opening the issue, I tested twice and rebooted between the attempts to make sure.
I'd be really curious to know if it actually is update related and if anyone did anything to fix this so please reply if you have the time :)

When I launch Steam it thinks my mouse is a controller. It's normal functionality (moving the cursor around) is disabled. The scroll wheel does 'things' so it's mapped to something but I can't describe to what specifically. Once Steam is launched the issue persists until a complete reboot.
The mouse is a Razer Deathadder. The issue has started on Friday and everything worked fine before this, so I think it's related to a recent Steam update.
