Pressing B on a controller after installing a game doesn't return you to library

Please describe your issue in as much detail as possible:

I've noticed that in SteamOS the B button on my Steam Controller doesn't do what I expected when installing games. If I go to my library of games, select one and then select install, pressing the B button afterwards will not return you to your library the first time. The first time you press B in this situation, your cursor is moved back to the install button. If you press B again it does take you back to your library.

I have testing this again on the Steam Beta on Debian 10 without a controller. If I do the exact same thing in regular big picture mode with the keyboard, I see the same thing. Pressing Esc doesn't return you to the library as expected. This is on a different machine as well.

Steps for reproducing this issue:

  1. Open Steam in Big
  2. Go to "Library"
  3. Go to "Games" in the sidebar
  4. Pick a game which isn't installed
  5. Press A/Enter on install
  6. Press B/Esc
  7. You're not back to the "Library" menu
