Steam Play games are "ready to play" even if Steam Play is disabled

Please describe your issue in as much detail as possible:

I had installed a few Windows games using Steam Play, and then decided to disable Steam Play. These games have a greyed out button labeled "Install" where their "Play" button would normally be.

Expected result

The games don't appear when "Show ready to play games" is enabled.

Actual result

The games do appear when "Show ready to play games" is enabled.

Steps for reproducing this issue:

  1. Make sure Steam Play is enabled.
  2. Make sure that you are opted into the new library beta.
  3. Install a Windows only game via Steam Play (for this example, I'll be using The Ultimate Doom).
  4. Make sure that the Steam client isn't able to Stream this game from any other Steam clients.
  5. Disable Steam Play. Restart Steam when prompted.
  6. Click the "Show ready to play games" button.
  7. Look for the game (The Ultimate Doom in this example).
