Hello @binarydepth, unfortunately, Path of Exile has a massive set of auto-generated shader variants, and it's likely that each update is a small, but legitimate change in the large shader pre-cache set.

Small? It is several gigabytes every time... and look, there's another one just now.
Today it's 6,5 GB, and two days ago it was 3,0 GB.
Seriously. What the heck. Not a bug? Really?
I understand, and I agree, that's not a bug but it would be cool if we could reduce the pre-caching shader update scheduled. For example instead of updating on each change to reduce it to every week or every month.
There might a be less optimal FPS with an outdated pre-cache but I think many would like that trade-off.
I also think that the default option should be at most once a week for these kind of updates. I have uninstalled Borderlands 2 because of these downloads and I wouldn't have done so if the update scheduled was less aggressive.

Steam keeps downloading Shader Pre-Caching content for Path of Exile after I play and when I open Steam any time.
Steps for reproducing this issue:
Install Path of Exile and download the first pre-caching content package
Play Path of Exile
Close Path of Exile
Restart Steam
