It did have to do with Compiz being installed on my systems, just because I had Ubuntu Tweak. Don't understand the dependency on Compiz-libraries, but removed Ubuntu-Tweak for this very reason. Also, Compiz does not work (well) with Cinnamon Desktop (window manager) and should not be installed. Other desktops may still inhibit this error, when compiz is installed/used.
We haven't had further reports of behavior like this so we are closing pending information that this is a Steam issue.

I use LinuxMint 14, with the Cinnamon desktop.
In Steam I only got a very minimal window when opening game properties, and only after a blink of a white rectangle top left of my screen. I traced it back to the "smart" setting of Placement mode in Enable Window Placement.
Setting it to "centered" in Compiz Config Settings Manager solved it.
