My friend can't request to watch (already reported),
Recording doesn't start because of a pState assertion failure.

Steps for reproducing this issue:

1. invite to watch
2. see the friends watching count increase, but no recording bitrate starting in the overlay, broadcast chat opened as well
3. my friend sees only a black screen, i tried borderless/fullscreen.
4. my friend uninstall Steam and i go on your Git to report this issue
5. ...??
6. profit.
