when steam is updating and refreshes to the "installing steam updates" or whatever splashscreen
it launches fullscreen 3840x1080 and cannot be minimized or alt-tabbed away from
it should show a small ~640x480 splashscreen on monitor :0
Steps for reproducing this issue:
update steam
restart steam
steam updating splash screen
im not sure if this is caused by a setting controlling my monitors/X11/SDL/ or other
however this started after the oct 30th steam release.
