I will test some more and report back. Not sure if it matters, but I was
logged in to steam via mobile during the problem.

@gdrewb-valve - I have been unable to reproduce. Over the past week or so, steam has been sporadic. There have been many small outages for under a minute or so. Perhaps one of the outages coincided with my friend being offline which led me to a wrong conclusion.

Today I encountered the following Friends issue. I had a friend marked as 'Busy'.
I logged into Steam Linux and he showed as Offline (even though my Steam Mobile showed him as Busy).
So I think the bug might be when Steam Linux first starts up it shows Busy friends as offline.
I asked my friend to switch to away and it updated to away. I asked him to switch to back to Busy and it went to busy. So maybe in initial condition bug.
