I'm unable to repro this, but I'm running Gnome 3.2 and an NVIDIA card. This might be due to your AMD driver. Has anybody seen this on NVIDIA?
I'm guessing fglrx driver too, I get the same thing resizing a mplayer window while video is playing.. and that only started happening lately say.. v12.10 or so - I'm new to steam on linux and was searching issues for resize problems. same card as OP running debian's 13.1-2 experimental fglrx
also something todo with the window manager, metacity is fine compiz is not

If I re-size a Steam window as if I were toying with it (moving the mouse all over the place) for a couple seconds, it'll corrupt part of the window (flickering, showing the background).
I can get it to happen with ease.
I'm running Ubuntu 12.10 64-bit with Gnome Shell 3.6 (also happens with KDE, haven't tested on other DEs).
Radeon HD 7970 (Catalyst 12.11 beta 11).
